This article highlights that offensive action in cyberspace has only had limited success over the past decade. So what accounts for the sense of dread decision-makers have about cyber threats? Our authors argue that an answer may lie in such actors’ lack of experience in dealing with cyber operations, which can further uncertainty about the cyber domain. Indeed, this can cause decision-makers to fall into the trap of basing their threat perceptions on pre-existing, and potentially incorrect, conceptions of cyberspace.
