Prevailing trends in world politics, especially the return of great-power rivalry, create an urgent need for new strategic thinking in Europe. In addition to focusing on the two countries individually, European strategic thinking must account for the Russia-China partnership, which has grown especially close in recent years and now presents its own distinct set of challenges. The effort to formulate European strategic thinking to address these issues remains underdeveloped, however, argues CSS’ Brian Carlson in this article for the Asan Forum.
