After a longer period of irrelevance, the Organization for Security and Co-operation in Europe (OSCE) has since 2014 made its way back into the international spotlight. In the Ukraine crisis, the Organization played an important conflict management role between Russia and the West, with innovative ideas and instruments. But the insecure and unstable environment in Europe’s immediate neighbourhood still presents the OSCE with a major challenge that can only be met by a policy of small steps.
