Empowering the OSCE in Challenging Times

What does the rapidly evolving security environment in Europe and its neighboring regions mean for the OSCE? How should the OSCE tackle its institutional problems, including those resulting from perennial questions over the divisions of roles and responsibilities? To address these issues and more, over forty high-ranking members of the organization’s community met at the OSCE Focus conference in October 2017. This report provides an overview of the insights that emerged at the conference as well as ten key recommendations on how the OSCE should move forward.
