Effective early-warning processes are a key element of governmental crisis management capabilities. The study examines and compares different methodological approaches to early warning in regards to their chances and challenges. In particular, the study analyzes early-warning mechanisms in the Netherlands, Sweden, the United Kingdom, and Singapore. The analysis shows that today there exists a considerable variety of approaches and concepts in early-warning theory and practice. For the future, it will be particularly important to integrate the existing early- warning programs into top-level governmental decision-making processes.
