This paper explains why India recently staged a multinational event entitled “Indian Ocean Conference 2016” (IOC 2016). According to the text’s author, the inaugural affair was designed to promote the Modi Government’s “Act East policy,” which seeks to enhance India’s profile as a major regional power. The conference further displayed India’s rising soft power, specifically by attracting a large number of political leaders and academics from South Asia and a number of ASEAN countries. No, China didn’t attend.
