This paper discusses the potential threat of terrorist attacks using weapons of mass destruction (WMD). The author explains why the label "WMD" is a political term and not an analytical one, and how it mixes up very different weapons, some of which would have little effect if used by terrorists, and others that would have catastrophic consequences. The paper also examines the motivations of terrorist organizations in seeking and potentially using weapons of mass destruction.
