Since the 1990s, a number of separatist movements and conflicts have obscured the borders of former Soviet states and created quasi-independent territories that are now under Russian influence or control. This report examines 1) the different policies which Moscow has adopted toward these breakaway regions, including those that resulted from the 2008 Russo-Georgian War, the annexation of Ukraine’s Crimean peninsula, and the ongoing struggle in Eastern Ukraine. The text’s author also discusses US policy towards these not-so-frozen conflicts and provides a number of recommendations on how to improve it.
