This edition of Connections journal features five articles that address two themes – 1) how Central Asian states perceive the Ukraine crisis, and 2) whether NATO’s 1999 Kosovo campaign serves as precedent, and justification, for Russia's annexation of Crimea. The journal’s remaining four articles focus on the Putin regime’s imperial ambitions in the global and European security systems; the terrorist threats against Russia and its responses; a GAO report on terrorism; and NATO’s decade-long Sea Sparrow development program, to include what it can teach administrators of current ‘smart’ defense programs.
