This paper examines the national security implications of Libya’s continued attempts to expel ISIS forces, despite the country’s growing domestic tensions, an unstable politico-military landscape, and squabbling militias that have only protracted the ISIS fight. True success, the text’s authors continue, will ultimately require political reconciliation and unity among Libya’s indigenous factions.
