This report describes how provincial-, district- and municipal-level institutions in Vietnam comprehend and then operationalize climate change adaptation strategies and disaster risk management policies. The report ultimately concludes that local authorities are questioning past assumptions about the role of the state in these areas, but next-step answers remain ambiguous, primarily because of the uncertainties that surround the growing roles of civil society and the private sector.
