This paper contends that today’s military modernization is incomplete if countries fail to organize, train and equip their cyber forces. Indeed, the text’s author contends that modernization involves 1) developing full spectrum military cyber capabilities, to include offensive and defensive applications; 2) creating a centralized command structure that depends on political-level approval for action; and 3) conceptualizing overarching doctrines and legal frameworks for cyber operations.
