This text looks at the EU’s Better Migration Management (BMM) program, which aims to promote cooperation with key African countries of migration origin and transit. The authors outline that some civil society actors have criticized the program for disregarding human rights and validating despotic regimes. While the paper ultimately dismisses these accusations as largely unjustified, it also acknowledges that cooperation under the BMM could embolden authoritarian leaders who commit human rights violations. This means the EU must carefully appraise each potential partnership it undertakes.
