This article argues that for the US, South Korea, and ASEAN, managing nontraditional security threats such as natural disasters should be as important as coping with traditional security threats. The author contends that to enable this to become a reality, the three should start by focusing on trilateral cooperation on humanitarian assistance, disaster relief and transnational crime. This cooperation could also lead to progress on issues such as environmental protection, climate change and public health.
