This publication contends that Belarus is undergoing notable societal development, with public attitudes evolving, the private sector expanding and the national culture reviving. However, the country’s political system, where power is concentrated in the hands of President Alexander Lukashenko, remains unaltered. The text’s authors argue that given the changes taking place in Belarus, the system of governance will have to change at some point in the future. Further, the longer reform is postponed, the more costly it will be for the country.
