This paper argues that the political rules being drafted for cyberspace should be driven by a necessary and over-arching norm – due diligence. To ensure this occurs, Germany should specifically 1) integrate its national policies within a broader European framework; 2) include different interest groups in the formulation of policy; and 3) prioritize the civilian component of policy development over the military one.
