This report, which is based on interviews across three northeast Kenyan counties, explores the relationships between resilience and risk with clan violence and violent extremism. To minimize this dubious link, the Kenyan authorities need to 1) strengthen civic-government partnerships and local governance capacities; 2) adopt anti-conflict and violent extremism precepts into existing resilience programming; and 3) conduct more comprehensive research.
