This publication reviews the history of the Swat region and how it came to be ruled under a fundamentalist sharia law. It considers to which extent the 'responsibility to protect' principle applies to the situation and examines possible solutions. The author argues that all Pakistani actors have a responsibility to address the threats of Talibanisation, underdevelopment and national disunity.
