This briefing paper examines the 2009 European Parliamentary elections from the Finnish perspective, with a particular focus on the dominant issues and parties. The author argues that the 2009 election will be fought primarily over issues of legitimacy and a crisis in confidence within the EU, and increasingly on national issues, rather than exclusively European ones. He concludes that the elections will either reverse the downward trend or strengthen it.
