This policy brief builds on results arising from the ADAM project (Adaptation and Mitigation Strategies: Supporting European Climate Policy). It addresses questions surrounding the EU's proclaimed goal to stabilize the global mean temperature at less than 2°C above pre-industrial levels. The authors argue that achieving the target is strongly related to the introduction of stringent mitigation policies at the global scale. This, the authors note, will require the emergence of an effective post-Kyoto climate agreement. The authors conclude that the EU's claim to act as a global leader in climate policies requires proof that the Union can, in fact, deliver on mitigation.
