This report assesses the monitoring and evaluation (M&E) arrangements put in place by the UK's Sierra Leone Security Sector Reform Programme (SILSEP), which ran from June 1999 until 31 March 2008. The author examines the methods put in place in order to monitor the effectiveness of the project. He also offers lessons learned from the program's evaluation process.
