This report presents research findings on the monitoring and evaluation arrangements of a long-running justice sector development program called 'Justice Law and Order Sector' (JLOS) in Uganda. The authors study the Ugandan context and the history of the program's development before covering its content and management arrangements, including its monitoring and evaluation systems. They then chart the chronological development of this system from 2001 onward pointing to important milestones along the way, including an influential mid-term review carried out in 2004.
