This paper describes the rise of non-state actors in international politics and the spread of global intra-state conflicts. The author describes how non-state actors and intra-state conflicts are not just a serious threat to national stability or international security, but also to the human security of millions of people. The paper explains that light weapons are the preferred armament of non-state actors and the main weaponry used in intra-state conflicts, and that in order to prevent the proliferation of arms and armed conflicts serious initiatives are necessary in stemming the supply and circulation of small arms.
