This conference report examines the challenges and prospects of a functional approach to regional cooperation in East Asia. The report finds that delegates were both intently aware of the potential of functional cooperation and of the intensely political nature of such ostensibly technical enterprises. The report ends with recommendations from delegates on how to strengthen East Asian regionalism.
