This publication addresses military conflicts between unequals. The author explains why the obvious and expected result, which is the victory of the superior power, is not so easily achieved. The publication refers to the following examples: NATO not scoring victories against the Taliban in Afghanistan; the Pakistani army being unable to bring the frontiers under its control and; and Hizbollah not being able to grind to a halt the advance of the Israeli forces in Lebanon. In each case, the author argues, the numerically smaller and poorly equipped adversary, all non-state actors, resorted to unconventional means to deter the more powerful.
