This report examines the UN's efforts since 2004 to build a system for reporting, investigating and punishing misconduct which repeatedly occurred during peace operations by the UN. The authors argue that while these are necessary and useful tools, the lack of criminal accountability remains. They give recommendations to UN officials on how to implement a collaborative criminal justice system which, according to the paper, is an obligation the UN not only owes itself to preserve organizational integrity, but which it also owes to the civilians it should be protecting, and to its member states.
