This brief argues that the US' sometimes on and sometimes off relationship with Pakistan is set to change. The author highlights the following three reasons: First, the legislation that has worked its way through both US Congress chambers will place the structure of US-Pakistan relations on new foundations; second, the clear division between economic and military aid signifies a departure from past practice; and third, the new US approach is being negotiated with a civilian government in Pakistan rather than with an administration dominated by the military as was earlier the case.
