This paper addresses the establishment and designation of a national preventive mechanism under the Optional Protocol to the UN Convention against Torture. Part one outlines state obligations to set up, designate or maintain national preventive mechanisms. Part two describes criteria and guarantees for the effective functioning of national preventive mechanisms. And part three discusses the promotion of cooperation and dialogue between local authorities and the operators of preventive mechanisms.
