This report details the legal framework for police activities in Ukraine and assesses its capacity to prevent the torture and ill-treatment of detainees. It describes the general political, economic and legal context in Ukraine; lists international human rights treaties and conventions ratified by the Republic of Ukraine; and outlines the various law enforcement organs, including the penitentiary and judicial systems in Ukraine. It also addresses the police, their actions and behavior, and calls attention to the treatment of vulnerable groups, namely women, minors, foreigners and ethnic minorities.
