This report assesses Pakistan's 2009-2010 budget amid the government's ongoing struggle against nonstate actors and the country's severe economic crisis. It seeks to establish whether and how the budget can address the dire economic situation and bring the economy back to health. The author is cautiously optimistic, concluding that the budget focuses on the right areas to initiate economic recovery.
