This report presents the results of an experts group security issues in the Euro-Atlantic region. It outlines three possible paths toward strengthening security on a cooperative basis in the Euro-Atlantic region. These paths represent the three main strands of opinion among the experts, namely remedial repair, partial reconstruction, or fundamental transformation of existing institutions.
