This policy brief presents a review and assessment of the impact of investment of aid resources on human development in Afghanistan. The brief addresses the question if international aid investments successfully created human, social and institutional capital in Afghanistan. The brief concludes that in most instances, poor design and lack of planning for results monitoring prevent a fair impact assessment.
