This report examines weapons and security issues in Kosovo, particularly in the context of the law on weapons and a changed weapons collection strategy. The report provides an overview of lessons learned from previous weapons collection initiatives in Southeastern Europe. It then gives insight into perceptions of human security and weapons possession in Kosovo and examines the relationship between weapons ownership and insecurity. The authors argue that the proposed collection strategy will not yield significant positive results because a number of preconditions are not yet in place.
