This paper examines the Arms Trade Treaty (ATT) and the range of military equipment to which it should be applied. It reviews the national lists of military equipment that are currently controlled by a number of national governments with a view to determining whether there exists a common framework on which further discussion could be based. The authors consider definitions and jurisdictional conditions pertaining to the adoption and ratification of the ATT with a focus on the de facto standard adopted by the vast majority of arms trading countries.
