This brief examines an Indo-Pakistani Joint Statement that de-links action by Pakistan against perpetrators of the Mumbai terrorist attacks from the Indo-Pak Composite Dialogue and includes Balochistan in future Indo-Pakistani discussions. The author examines the two issues and places them in perspective in both the bilateral and international contexts. He concludes by arguing that India and Pakistan, through this statement, have resolved to get into a process that can build trust and peace in their relationship.
