This commentary analyzes the failure to manage maritime security in the South China Sea and the waters of Southeast Asia. It argues that conventions of regional security and the norms of the Association of Southeast Asian Nations (ASEAN) for resolving disputes may not be working in the maritime environment. As a result, the author contends, ASEAN may have to move into crisis management.
