This paper expands on the East-West Institute's efforts to build a task force on preventive diplomacy. It includes proposals for two key mechanisms, intended to strengthen the international community's conflict-prevention efforts, the International Panel on Conflict Prevention and Human Security and the Parliamentarians Network for Conflict Prevention and Human Security.
