This bulletin discusses the effects of small arms related instability and insecurity in Central Asia. The authors describe how political power in Central Asia is still based on large weapons arsenals and how disarmament has been difficult to achieve. The bulletin provides suggestions for enhancing disarmament measures in Afghanistan as well as for improving police activities and police reforms in Kyrgyzstan.
