This paper describes the role of anti-terrorist activities in conjunction with peacebuilding and nation building processes. The author describes that while anti-terrorist measures are relevant to building functional and legitimate government capacities in failed or weak states, peacebuilding operations must also focus on rebuilding the social, economic, and political institutions of civil society in order to effectively combat or prevent terrorism in regions previously torn by violent conflict.
