This briefing paper examines the integration of crisis management and aid work with military operations, with special reference to Afghanistan and Finnish policy. The author examines the concept of 'humanitarian space' and neutrality on the part of aid agencies and the perceived loss of this impartiality when aid operations are coupled with military ones. Potential gains in efficiency, he argues, have not managed to compensate for higher risks associated with embedded aid operations.
