This paper discusses the United Nations Register of Conventional Arms (UNROCA) and identifies its areas of success and failure during the first 10 years of existence. The author states that while UNROCA has been able to successfully establish a global norm for transparency in arms transfers, it has failed to fulfill most of its other original aspirations and goals, mainly due to political hindrances within the United Nations. The author hence provides suggestions on how UNROCA and its associated aims can be more effectively implemented in the future.
