This policy brief addresses the need for the EU to set up a new five-year strategy for the development of the next phase of the Area of Freedom, Security and Justice (AFSJ). The authors take a closer look at the European Commission's Communication to the Stockholm process and highlight the strengths and weaknesses of the approaches adopted for each of the different policy domains falling under the AFSJ rubric. They comment on the successes, ambivalent areas and challenges and provide a set of policy recommendations.
