This issues includes four short analytical articles, four short field reports and a Caucasus news review. The first article asks whether the West is losing the energy game in the Caspian region. The second discusses Russia and NATO maneuvers over Georgia. The third describes how the Kyrgyz regime uses anti-Kurdish protests for political ends. The fourth argues that Turkish-Armenian breakthrough may be far away. The field reports deal with border delimitation problems between Tajikistan and Uzbekistan, the role of Uzbekistan in a new plan for Afghanistan, the scandal involving the Tajik national bank, and frustration generated in Tajikistan by expropriation.
