This report examines Russia's nuclear weapons control compliance in the post-Cold War era. It identifies five main factors contributing to arms control compliance problems, including the disintegration of the USSR and changes in national security threats. The authors assess the motives and capabilities of institutions and actors involved, and their implications for US policy.
