This report assesses the changing role of weapons of mass destruction (WMD) in US national policy, as well as the implications for its relations with other states. It outlines the role of WMDs in the national foreign and defense policies of nuclear states. The authors review important developments in arms control and disarmament, evaluate progress in 1994 towards halting the proliferation of nuclear, chemical and biological weapons, and explore the possibility of extending the 1995 Non-Proliferation Treaty.
