This report contains essays that explore Russia's ratification and compliance of the 1993 Chemical Weapons Convention. It questions whether Russia has insufficient resources to comply with treaty provisions and whether authorities might choose not to fallow treaty obligations. The authors contend that the US must play an active role in assisting Russia to meet its treaty obligations, improve security surrounding Russia's chemical weapons and destroy its stockpile. They highlight the CWC's role as policy tool to help the US resolve its conflicts with Russia, while preventing chemical weapons proliferation and promoting disarmament.
