This report examines the major trends reshaping US security and the international system, challenging the notion that a hesitant public constrains foreign policy options. The authors weigh the implications of the international and domestic settings for the application of US military and economic power and international leadership. They propose that the US focus on forging international partnerships and increasing cooperation in order to secure opportunities and meet the challenges of the global democratic order.
