This report assesses progress by the US government to implement recommendations of the Baker-Cutler Task Force’s 2001 report. It focuses particularly on progress toward achieving its main objectives of securing Russian nuclear weapons and materials, eliminating excess enriched uranium and plutonium, downsizing the nuclear complex and planning Russia's sustainable security. The authors assess president Bush and US Congressional efforts to strengthen capacity for identifying and intercepting illicit shipments of weapons, materials and technology.
