This report provides a historical assessment of arms transfer control efforts in the Middle East. The author analyzes issues arising as a result of continued arms transfers, including their impact on the nature of conflict in the region. He discusses the viability of establishing effective compliance with multilateral arms transfer guidelines and factors which make it doable. The report concludes with recommendations to create multilateral arms transfer guidelines in the Middle East.
