This report explores US success in controlling the export of military technologies through its Coordinating Committee for Multilateral Export Controls (COCOM). It examines the role of export policies, the rationale that drives them and what leads to success. The author argues that the US' COCOM experience highlights the risks of politicizing export controls and of employing unilateral efforts at military technology proliferation. He points to four key elements for effective multilateral export control policy.
